Job Description:

Summary:

The Health Policy Analyst serves as the primary department resource to monitor and analyze pertinent national quality initiatives which impact nurse anesthesia practice. This position provides the Director of Research & Quality relevant issues revolved around quality, policy, and reimbursement.

 

Essential Duties and Responsibilities:

 

  • Acts as principal liaison with national quality and policy organizations (e.g., The National Quality Forum, American Medical Association - Physician Consortium for Performance Improvement) to proactively anticipate and deal with developments that may affect nurse anesthetists. Attends meetings as appropriate. Organize and drafts AANA comments concerning issues related policy and quality to various external entities.

  • Proactively monitor changes and explore multiple sources around provider quality metrics and hospital quality (e.g., CMS, AHRQ, NQF, NSQIP, AQI), healthcare informatics (e.g., HIMSS, AHIMA), and patient centered outcomes research and reporting initiatives related to MACRA (e.g., MIPS measures, QCDR measures, eMeasures, Physician Compare,). Organize and drafts AANA comments concerning issues to regulatory entities.

  • Identify issue of importance to nurse anesthesia as it relates to pay for performance and reimbursement policy.

  • Performs literature reviews and summarizes information and extract relevant information to assist in evaluation of a specific issue(s) and make recommendations for further action.

  • Engage and educate members through the Research and Quality Column, news bulletin and website regarding initiatives in anesthesia. Answer routine members calls with regards to MACRA.

  • Assist in the development of products such as research papers, research briefs, white papers, surveys, and other documents as requested by the Director.

  • Assists in staffing AANA committees, task forces or other internal or external entities or meetings as assigned by the Director.

  • Participate in webinars and attend national meetings and summarize pertinent content.

  • Monitors and analyzes external organizations dealing with MACRA.
  • Maintains, edits, and provides content to AANA webpages.
  • Is cross-trained to handle the most common, routine practice issues and inquiries.

  • Excellent analytical, writing, organization, verbal and other communication skills.

  • Social skills requiring good judgment, tact, diplomacy, and ability to relate to various levels of users of Division services, as well as the ability to effectively develop professional relationships with staff from other organizations.

  • Must be detail oriented.

  • Capable of analyzing complex situations, identifying pertinent facts and issues, and recommending appropriate solutions.

  • Demonstrates ability to work independently as appropriate, exercising sound judgment concerning when consultation with the Division Director is necessary.

  • Able to identify what action are necessary to obtain a favorable outcome, and does not routinely require step-by-step instructions to do so.

  • Can work quickly and efficiently, without compromising quality.

  • Thinks creatively, and can initiate ideas and suggestions that go beyond what has been literally requested or required when given an assignment.

  • Works cooperatively with others.

  • Able to exercise sound judgment under pressure, and when dealing with sensitive or confidential information.

  • Can learn computer skills or programs necessary to achieve department objectives.

 

Education and/or Experience:

  • Master’s degree required in public health, public policy, information or informatics science, nursing, or related field. Doctoral degree preferred.

  • Minimum of two to five years’ experience in jobs requiring application of advanced analytical and writing skills.

  • Experience with clinical practice guideline evaluation or development; clinical quality assessment, assurance, or improvement; health care delivery; or health information technology.

  • Familiarity with performance measurement development at the clinician, health plan, or hospital level; health information technology such as electronic medical records; national organizations involved in health care quality assessment and improvement.

  • Familiarity with medical terminology and vocabularies such as Current Procedural Terminology (CPT) or International Classification of Diseases, version 10, Clinical Modification, (ICD-10-CM).
